I think it helps if you give the wiper motor a basic overhaul. I.e. clean commutator, good, well seated brushes and clean/lube bearings. My project is still a work in progress, so the silicon on the screen tip might be helpful if it does fall a but short in the final test.

This will also meet the NSW RTA guidelines for engineering certificated vehicles:
Two speed windscreen wipers with a fast speed of at least 45 cycles per minute and a slow speed of at least 20 cycles per minute must be fitted. (Single speed wipers are acceptable if the speed is 45 cycles per minute or more).
