Saw this on ebay, item number 140239901045 I have never seen one like it, any ideas??

Hi Folks, I have seen one of these identical screwed to the back mudflap of an HQ on death row. After saving it ,I could find know one who knew anything about it either. Regards EK DAZ.

Don't know about the 50's and 60's but it looks very familar to what I recall seeing on some Gemini's.
