How on earth do you get fined $2000 for that  ? Since when is it illegal to start a cruise in a carpark ?????

I have heard you need to have some big $s in insurance coverage and permission to start a cruise there, but I have also heard that only Councils and Governments can issue fines not private companies.
(I am testing it at the moment with another "fine")
Anyway if they want to be dickheads about it, they can stick their carpark
