If the car is stock and you don't drive like an idiot the drum brakes are fine. The booster only reduces amount of pedal pressure to apply the brakes. It won't make bad brakes better.
Even my corvette with four wheel discs runs an unboosted system and its got 400 hp.

yes an engineers certificate, there is a little bit of fabrication the front tongue on the cross member will need to be changed unless you pick up a front end that's had it done allready

a buddy of mine said something about adapting some disk brakes designed for replacing HR front drums into an FB anyone else heard of or done this mod?

Tex,
FB ute = drum brakes and kingpin suspension = normal RTA rego.
Swap 1: HR disks onto FB kingpin suspension using Castlemaine Rod Shop adaptors = engineers certificate.
Swap 2: HR disks and HR balljoint suspension (bolt in HR front crossmember after welding on front outrigger) = engineers certificate.
Swap 3, 4, 5...: Bigger or ventilated disks onto HR or LC or custom crossmember = engineers certificate.
None of them are strictly bolt up, though the degree of fabrication increases with more fancy brakes and suspension... a bit of mixing and matching of HR and FB parts, sourcing boosters etc. Always a risk (and generally very liekly) that your engineer gets pedantic and wants seat belts, two speed wipers, rear view mirror etc etc at same time as brake upgrade.
Spend a few hours searching on the forum - each of these swaps has been done many times before.
