Do you mean the old canvas water bags that people used to hang off their cars to keep the water cool as they were driving along??
If so, yes they do work.

Under dash or window style? The window ones work a treat if you can handle the water spray running down ya quarter panel! Under dash are harder to find but work with the cool air vent to run air over the surface of the ice cubes! Remember ice=water+steel=rust!!!

ive had it for years on a few cars/looks kool and even works a treat
