Steering Column Bracket

This may be a stupid question but is there another piece to this steering column bracket, or does it just bolt straight to the underside of the dash?

only a rubber between it and the dash underside.

Should have a pair of studs, 3/8 UNC? And this rubber:Image

Yep perfect, I have the rubber grommet and the studs.
