Are lap belts OK!

I did a search but with the rules always changing,i thought i'd ask the q/s,are lap sash seat belts legal in Vic,i've got a bench seat in the car so do i need enough for 3 or just 2,thanks Gaz!

got r.w.c 14 months ago in vic.
3 people on a bench seat 3 belts...
vic roads would not know.....
