electric water pumps

Hello Forum, Regarding the post 1948 issue I have finished a 1927 as a Hot Rod and I am 3/4 the way through an F.B. with a 5 lt V/8 the Hot Rod
was a lot simpler the inspections were thorough but very helpful.
Iam only new to the forum and I don`t want to be a fool, why dont the
Holden car club meet with the W.A. ASRF.
My post is with a SBC with an electric water pump should there be a water
pressure bypass when the pump is on but the motor is not running or a
modified thermostat ?.
