Tyres pumped up correctly.
Original cross ply tyres on front.
Check and adjust steering alignment.
Grease and lube all connections.
Check and adjust steering box.

It won't be the lowering, it'll be the wider front tyres.
My wife manages our easily enough. 185/70's and a good wheel alignment will also help.

In addition to other fixes mentioned above
Jack the front end up and "crack" the tie rods off the arm and check to see if one or both of the kingpins aren't seized ( that is.... if you are running a kingpin front ) and also check that there isn't any abnormal stiffness in the rest of the steering components.
Bigger tyres mean harder steering unfortunately as DR has already said.

What air pressure are you running in the front tyres ?
