To get SR rego your car NEEDS to be inspected by a Victorian ASRF TAC member otherwise known as Con Mantzaris. Having your car complete as far as driving goes won't gaurantee SR plates. As I think it states no primer and a complete interior. There are a few reasons for this the main one being that they are trying to maintain a high standard of vehicle, Vicroads are getting very critical of the club plate(H,CH) and SR scheme and how they are run.
SR reg is only available to ASRF members and legally only allows you to attend ASRF sanctioned runs. Costs I think are around $100 per yer for ASRF membership and about the same for the permit, plus there is a fee for the inspection which could be upto possibly $400. You'll also need an exhaust decibel test.
I doubt whether it is SR plates your club can hand out as there are only 2 people (that I know) who are allowed to administer the system and disperse the plates, are you sure they're not the H (historic) plates?
Most clubs can hand those out as each club can administer there own in house system as such (my basic understanding).
So in a nut shell legally if you are caught driving to a non ASRF sanctioned event and the copper is aware of the system and how it works you could be in a fair bit of trouble. CH or H plates are a bit easier to get around especially as far as the nationals go as it would quite proabably be a red plate event (although this usually only refers to CH or H) as I think the FB/EK club can issue plates.

Speed and Style........... One day I'll get the speed bit.
I found SR plates nearly too easy to get, as long as you have enough money for Con
. You will need the exhaust decabell test and a break test, I had these and Con didn't even drive the car, just started it
.
You mentioned your club, if they have a club permit officer they have the power to do an inspection of the car and issue CH or H plates without a Road Worthy Certificate, but be careful doing this, if your car has to be inspected properly after this and it's got major defects the club could pay big time.
How close is it to road worthy? It may be easier to get one and get propper CH or H plates, Trev
