If he is blowing sealed beam headlights, a relay is likely to be of little help. All the relay does is reduce the current in the switching wires, and allow HIGHER current to the headlight. If his wiring was not able to handle the headlight draw, either:
a) the wiring would get hot and melt/catch fire, or
b) the bulbs would be very, very dim.
Neither of these tend to blow sealed beams. They are quite tolerant of under-voltage.

Is the factory wiring still standard, and connected correctly?
What wattage bulbs are you using?

I had a O/T Toyota at one stage that would routinely blow bulbs. I had upped the bulbs to high wattage. Wiring was fine, just the bulbs blew. Turns out Toyota wired them so that both high beam and low beam stay on when you are on high beam. All those amps from the bigger bulbs going down the single earth pin used to melt the earth pin out of the bulb.

Cheers,
Harv

There are plenty of electricians on this group who know more than me but.... there's only one normal way to blow bulbs and that's over voltage; Unless you are dragging huge amps through them to feed something else....
